The CHINO BASIN WATER CONSERVATION DISTRICT, hereinafter referred to as the DISTRICT, will receive responses for Request for Proposals for CLASSIFICATION AND TOTAL COMPENSATION STUDY until Thursday, October 10, 2024 by 2:00 p.m. at the Chino Basin Water Conservation District, located at 4594 San Bernardino Street, Montclair, California 91763.
Email transmittals of the RFP may be made upon request. All requests shall be addressed to afernandez@cbwcd.org stating the company name, address, contact name, title, and telephone numbers. Proposals will be received from qualified respondents to provide Classification and Total Compensation Study services for the District. The successful proposal must possess or obtain a valid Business License.
The envelope containing the Response to RFP must be sealed and contain the words “Response to Request for Proposals for CLASSIFICATION AND TOTAL COMPENSATION STUDY for the Chino Basin Water Conservation District.”
Brief Description of Scope of Work: The Chino Basin Water Conservation District (District) is requesting proposals for an objective analysis of the current structure and practices of the entire District by conducting a Comprehensive Classification and Total Compensation Study. This study is intended to represent the job classifications within the Districts organizational structure which consists of approximately 30 job classifications and a salary schedule that is organized with 12 salary steps assigned to each salary scale with 2.5% being between each step.
The District is seeking comparative recommendations for improvements and changes from qualified firms, that will result in equitable, competitive, and legally defensible classification and pay practices, while creating consistencies across the Districts’ four departments. The District expects that the study be created for and tailored to the District’s specific needs. The District anticipates that the study will involve two phases of work and shall include training District staff in the methodology used to systematically assess job classification to maintain internal compensation equity in the future when adding, changing, or deleting classifications (See Appendix A).
It is the responsibility of the respondents to make sure the Response to RFP is in the possession of the Board Clerk/Administrative Coordinator, Chino Basin Water Conservation District, prior to the date and time indicated. Otherwise, the RFP response will be rejected and not considered. Proposals received after the deadline will be considered late. Late proposals will not be accepted and will be returned to the respondent unopened. Faxed or emailed proposals are not acceptable.
