This Chino Basin Water Conservation District requests proposals from qualified engineering/financial proposers to assess the feasibility of establishing a groundwater storage account for the Chino Basin Water Conservation District. The District requires a long-term sustainable water model that will utilize the District’s eight percolation basins to the fullest extent possible. The feasibility study should:

• Develop a list of potential stakeholders with surplus groundwater available for purchase including all available water sources (municipal, industrial, and agricultural) connected or ability to connect to the District’s percolation basins including water quality screening for those water sources.
• Develop a list of potential stakeholders within the Chino Basin with surplus water supplies.
• Develop a list of potential stakeholders interested in purchasing District banked/stored water supplies.
• Provide a cost/benefit analysis of establishing such a program.

Cost, technical skills, and flexibility of solution are all key considerations.

The Proposal Due Date listed on page 4 AND page 5, item 3 and item 5 of the RFP has been moved to Tuesday, September 20, at 3 P.M. 

The proposal interviews has been confirmed for Tuesday, September 27 at 1 p.m. At the request of the proposer, these interviews can take place in person at our facility at 4594 San Bernardino Street, Montclair, CA 91763 OR via Zoom.  The remaining Schedule of RFP Events remains unchanged.
