Description
The CHINO BASIN WATER CONSERVATION DISTRICT, hereinafter referred to as the DISTRICT, will accept responses for Request for Proposals for PROFESSIONAL AUDITING SERVICES until Wednesday, February 19, 2025 at 2:00 p.m. at the Chino Basin Water Conservation District, located at 4594 San Bernardino Street, Montclair, California 91763.
Proposals received after the deadline will be considered late. Late proposals will not be accepted and will be returned to the respondent unopened. Faxed or emailed proposals are not acceptable.
Requests for transmittal of the RFP by e-mail shall be addressed to afernandez@cbwcd.org stating the RFP No., requesting person’s name and title, company name, e-mail address, and telephone numbers.
For mailed submittals, the envelope containing the Response to RFP must be sealed and contain the words “Response to Request for Proposals for RFP No. 2025-01 PROFESSIONAL AUDITING SERVICES for the Chino Basin Water Conservation District.” For submittals via email, one (1) PDF version of the proposal should be emailed with the same words in the subject line. Please refer to Section 4, Submittal of Proposal for submittal instructions.
Chino Basin Water Conservation District is in San Bernardino County, California, and serves a current population of approximately 68,000. The District is governed by an elected Board of seven Directors which appoints a General Manager. The General Manager is a contract position and supervises a staff of 18 FTE and 5 PTE employees.
Brief Description of Scope of Work: The Chino Basin Water Conservation District (District) desires an auditor to express an opinion on the fair presentation of its basic financial statements in conformity with generally accepted accounting principles. The auditor shall prepare a Single Audit Report when required, a review of the District’s Gann Limit computation, issue a management letter that includes recommendations for improvements in internal controls considered non-reportable conditions, and prepare the State Controller Special District Financial Transactions report.

• Response to Questions due Thursday, February 6, 2025 by 4:00 p.m.
• Proposals due by Wednesday, February 19, 2025 by 2:00 p.m.
• Interviews will be tentatively scheduled the week of March 17, 2025
• Selection by April 2025

Qualifications
An affirmative statement should be included in the proposal that Respondent and all assigned key professional staff are properly licensed or registered to practice in the State of California.
