Chino Basin Water Conservation District’s Board is made up of seven directors representing seven divisions within the district’s boundaries. Directors are elected to four-year terms.

The filing period for November elections typically begins during the month of July. Dates change with each election. For up-to-date information, email the San Bernardino County Registrar of Voters or call 909-387-8300.

Board Member District Map Redistricting

Every ten years, local governments use new census data to redraw their division boundaries to reflect how local populations have changed over the pas decade. CBWCD completed its redistricting process in March of 2022 to reflect the 2020 Census data. Learn more about the Redistricting process.

Conservation Programs Manager

Scott Kleinrock is the Conservation Programs Manager for the Chino Basin Water Conservation District.  A sustainable landscape advocate, educator, designer, and horticulturist, he is passionate about the multiple-benefits of regionally adapted landscapes and land planning.  Scott holds a master’s degree in landscape architecture from Cal Poly Pomona and a bachelor’s in communications studies from UCLA.  Prior to joining CBWCD, Scott was the Landscape Design and Planning Coordinator for the Huntington Library, Art Collections, and Botanical Gardens in San Marino where he led the planting design of the Brody California Garden, a 6.5 acre Mediterranean and California native landscape. 

While not at work, he enjoys hiking in the local mountains and spending time in his garden surrounded by native plants, fruit trees, and life they bring to the yard – except the squirrels.

Conservation Specialist I

With more than 10 years of experience in landscaping and 8 years experience in the irrigation industry, Brandon serves as our Conservation Technician II.

He specializes in auditing smart controllers to help individuals reduce water use on residential properties. After working in the landscaping industry, Brandon became an educator with Irrigator Technical School, where he aided individuals in obtaining certifications for irrigation repair and installation. He is excited and enjoys to now lead the QWEL certification classes for our facility.

In his leisure, Brandon is fond of creating YouTube videos and capturing images of nature’s beauty to artistically merge humanity and mother earth into one.

Conservation Technician I
Daniel is our Conservation Technician I and has over 4 years of experience in the Irrigation Industry. He enjoys working outdoors and teaching others about irrigation. Daniel is currently in school with a desire to obtain a degree in Landscape Architecture from Cal Poly Pomona.

In his off time, he enjoys watching hockey or soccer. Also, he enjoys playing his drums or bass.Daniel is very happy and excited to begin his new chapter at the Chino Basin Water Conservation District.

Community Programs Manager
With 18 years of experience in sustainable horticulture and 8 years in education, Maia looks forward to blending her two passions of education and conservation as the Community Programs Manager at the District. She holds a Bachelor of Arts degree in Human Development and a Multiple-Subject Teaching Credential from the University of La Verne.
In her free time, she loves hiking, yoga, being outdoors and spending time with her family and three dogs.

Community Programs Educator (Part-time)
Monica Curiel, our Program Educator II, grew up in Pomona before moving to the San Francisco East Bay to complete her undergraduate degree at UC Berkeley in Conservation and Resource Studies with a minor in Geography. Always dedicated to the intersection of human and environmental health, she worked in sustainable agriculture in Brazil, toxics and mercury contamination in Baton Rouge, sustainable ecotourism in Senegal, environmental education in the San Bernardino Mountains, green space and community gardens in Los Angeles and active transportation in the San Gabriel Valley.  
 
 Monica enjoys being outdoors, languages, and riding bicycles.

Community Programs Educator (Full-time)
Azucena is our Program Educator II and has over 5 years of experience in outdoor and environmental education. She holds a bachelors in Environmental Studies from the University of California Santa Barbara and is excited to join our team to educate our local students on the importance of our groundwater. With her passion for the environment she has worked in outdoor forest schools hiking the Santa Monica, San Gabriel and Verdugo mountains educating students through place based education and hands on interaction. You can catch her safely handling species anywhere from snakes to tarantulas.

She has also worked on a wetland educating students on the importance of native species and drought tolerant plants. She strives to make nature accessible to all and creates inclusive spaces for all students. In her free time Azucena enjoys hiking, hanging out with her cat Sage, and spending time with her family and friends.

Community Programs Educator (Full-time)
Since high school, Billy has enjoyed learning about natural ecosystems and their various processes.

He grew up in Montclair and attended UC Irvine to acquire a degree in Earth System Science. Though he has spent most of his time learning about coastal communities, the joy of educating and interacting with students and volunteers has led him to CBWCD.

 As Community Programs Educator, he is eager to serve his community and inform others about the importance of water conservation in the face of a changing climate.In his free time, Billy likes to learn about different species of plants, go hiking, and hang out with friends.

Facilities and Operations Manager
Dave has been with the Chino Basin Water conservation District for over 25 years. A graduate of Cal Poly with BS and MS degrees in Fruit Industries/Horticulture and Agricultural Science respectively, he loves his position of managing the District’s facilities. While working with a great staff, the challenges of overseeing the percolation basins for water recharge bring Dave a great sense of pride. The associated landscape management of these basins and the park along with the caretaking of the District’s animal population, i.e. tortoises, goats and llama make Dave’s job one that he feels he really never has to ‘go to work’.

Dave is able to spend his free time working on both his home and his mountain cabin, and enjoying his dogs and restoring his 1953 Studebaker.

Facilities and Basin Technician
Robert has been with the Chino Basin Water Conservation District for 9 years and sticks around because he likes working outdoors with nature. More than ever, Robert is interested in water conservation because of the drought, and he believes in using water resources as efficiently as possible. Robert enjoys observing the fruits of his labor, like planting a sapling and watching it grow over the years. 

When not working, Robert loves to play sports and his guitar.

Landscape/Maintenance Worker II

James has spent a lifetime involved with landscaping projects. Now with more than 7 years at CBWCD James has progressed his skills and knowledge in the landscaping industry and has acquired several types of certificates along the way.

In his free time, you can find James enjoying the great outdoors with his loved ones.

Administrative Assistant II
Judy is an Office Assistant II with the CBWCD and has 30 years of experience in front office and customer service. She has 37 years of gardening experience and became a certified Master Gardener in 2011. During that time, she developed a passion for composting, recycling, and repurposing which serves her well in her role with the Water Conservation District.

General Manager

Elizabeth Willis was born and raised in Upland and a graduate of Upland High School. She earned her Bachelor of Arts from Emory University in Atlanta, Georgia and her Masters in Public Administration from the USC Sol Price School of Public Policy.

Elizabeth worked on a host of environmental issues in City Hall in Los Angeles for eight years. For the last five of those years, Elizbeth led City Plants, L.A.’s tree planting initiative. She worked across departments and with seven non-profit organizations to fund, plant, and distribute 100,000 trees during her tenure. She has also worked as a communications consultant for SAWPA and in community relations for Waste Management.
