Description

NOTICE IS HEREVY GIVEN that the Chino Basin Water Conservation District (District), is requesting bids from parties interested in the District’s CIP No. 2025-01, New Amphitheater Roof, Recladding, and Drainage Improvements project. Sealed bids for the construction of the project addressed to Chino Basin Water Conservation District, will be received at the office of Chino Basin Water Conservation District, 4594 San Bernardino Street, Montclair, CA 91763, until 2:00 p.m., local time, on July 08, 2025, and then will be publicly opened and read.

The Work Site is primarily located within the Waterwise Community Center and Chino Basin Water Conservation District Office located at 4594 San Bernardino Street, Montclair, CA 91763. The work generally consists of the removal of the existing amphitheater roof and provide and install a new roof along with the enhancement and recladding at the existing amphitheater seating and stairs, and new stormwater drainage improvements around the amphitheater. The Contract for the work will be awarded based on the total base bid price of the Bid Schedule. The Engineer’s estimate is approximately $650,000

Drawings, Specifications, and Contract Documents may be viewed at the Chino Basin Water Conservation District office website and will be available to download. No Bid proposal will be considered unless it is made on the Bid Forms furnished by the District’s Engineer. Telefax Bids will not be considered or accepted.

A mandatory pre-bid site review will be held on Wednesday, June 18, 2025, at 9:00 a.m. Interested contractors shall meet at the Chino Basin Water Conservation District office, 4594 San Bernardino Street, Montclair, CA 91763. Proposals will only be accepted from contractors represented at the pre-bid site review and/or who have attended a previously scheduled pre-bid site review. If a prospective bidder attended the previous job walks it is not mandatory for the bidder to attend the next one as listed.

This is a public works project and the contractor’s and all subcontractor’s employees must be provided certain benefits pursuant to Section 1720 et. seq. of the Labor Code, including the payment of prevailing wage rates if DIR has established prevailing wage rates for the work. The Owner has obtained, from the Director of the Department of Industrial Relations, the prevailing wage rates applicable to the work. Prospective bidders are responsible for determining the applicable wage classifications for this project. (Labor Code § 1773.2.) No Proposal will be accepted from a contractor who has not been licensed in accordance with the laws of this State to perform the work herein described and who does not possess a California Class A (General Engineering) or Class B (General Building) license or its equivalent for the type of work called for under this project.

The Contract time for performance shall begin on the date specified in the written Notice to Proceed to be awarded approximately on July 16, 2025, and shall extend through October 15, 2025, until completion of the project.

As used in the Contract Documents, “District”, “CBWCD”, and “Owner” all refer to Chino Basin Water Conservation District.

Qualifications

Except for contractors who work exclusively on small public works projects (defined below), all contractors and subcontractors who bid or work on a public works project must be registered with the Department of Industrial Relations (DIR) and pay an annual fee. No contractor or subcontractor may be listed on a bid proposal for a public works project unless registered with DIR. No contractor or subcontractor may be awarded a public works contract unless registered with DIR. (Labor Code § 1771.1.) Bidders and their proposed subcontractors shall hold such licenses as may be required by the laws of the State for the performance of the work specified in the Contract Documents, including a Class C-13 license or its equivalent for the type of work called for under this Contract. Any Bid submitted to the Owner by a Contractor who is not licensed in accordance with the California Contractors State License Law, Business and Professions Code Section 7000 et seq., or in violation of Business and Professions Code Section 7028.15, shall be considered non-responsive and will be rejected by the Owner.
