Retirement
The Chino Basin Water Conservation District (CBWCD) contracts with California Public Employees’ Retirement System (CalPERS) for retirement benefits. For employees hired before December 31, 2012, the district’s retirement formula is 2% at 60, provided for full-time and part-time staff working at least 1,000 hours per fiscal year. As a result of pension reform legislation, employees hired after December 31, 2012, will be subject to a retirement formula of 2% at 62.
457 Deferred Compensation
CBWCD offers a CalPERS 457 Deferred Compensation plan through CalPERS. Employees may contribute any amount up to the IRS maximum amounts for the tax year. CBWCD does not contribute to an employee’s 457 Deferred Compensation account as it is completely voluntary and 100% employee paid.Â
Medical
CBWCD provides medical benefits for full-time staff through Association of California Water Agencies Joint Powers Insurance Authority (ACWA JPIA), with choices from Kaiser HMO and a variety of Anthem Blue Cross plans. CBWCD will pay a max of $2,223.27 a month for health (medical, vision, dental) for full-time employees. Employees must cover any costs above the $2,223.27 monthly District cap. Eligible part-time staff is allowed up to $350 reimbursement for medical insurance upon proof of payment.
Dental
Dental insurance is provided from Delta Dental for full time staff and is included in the $2,223.27 health benefit monthly allowance provided by CBWCD.
Vision
Vision insurance is provided from VSP for full time staff and is included in the $2,223.27 health benefit monthly allowance provided by CBWCD.
Life, Accidental Death & Dismemberment Insurance
Life insurance is 100% paid by CBWCD, providing $50,000 for full-time staff with an additional Accidental Death and Dismemberment coverage available at the employees’ expense.
Time Off
Vacation Leave – Full-time CBWCD employees earn vacation time according to the following schedule:

Holiday – The District observes twelve (12) holidays per year:

Sick Leave – All salaried and hourly full-time employees accrue sick leave at the rate of eighty (80) hours per calendar year. Part-time employees accrue 1 hour of sick leave for every thirty (30) hours worked.
Miscellaneous
Bilingual Pay – Employees in classifications covered by bilingual pay rules may qualify for an additional $50 per month upon the successful completion of certification in their second language.
Educational Reimbursement – Employees who seek to enrich their skills and knowledge relevant to their position may qualify for reimbursement of select educational or certification costs, including tuition and registration fees.
Boot Allowance – Employees of certain classifications are eligible for a $350 safety boot allowance.
